Im in my first 1900 RTW2 game as the Japanese.
Whenever I design ships the AA section is greyed out (expanded side bar is showing and I have ships with mine sweeping gear).
the Russia ships Im encountering have in light AA and now I saw my first in 1905 with "heavy AA factor"
Yet I still can't, AFAIK, get AA on my ships even with auto design.
How can I start mounting AA?
Is there a tech I need to get my AA guns started?

From what I've seen i think you're encountering a bug at the moment cause I've seen that in the bug forum and in my own game.

AA is a tech - the ai mounts it from game start (likely an error) but the player can't mount any until they get the tech 10-15 years in

I took me a while to realize that "heavy AA" are the the usual guns that are made Dual Purpose. Light and Medium AA guns are stand-alone AA mounts on the right side of the ship designer ("Additional armament").
"Turrets and gun mountings" tech line enables DP guns (1917 for 3in and 4in DP guns). "Anti-aircraft artillery" is a separate tech line, with the first entry available in 1918.

Yeah the AI cheats a little, though it’s usually in your favour, it’s fun being able to easily kill any enemy cruiser in the early game because they are all dumb 3 gun designs with lots of AA
