But what does this value mean? Is it a ratio? A percent? It's definitely not in the manual. It should not be. Even now after research we have just estimation of quality of different armour before WW2.
Nations did not now how exactly good was armour. So why should player know it?
Best thing you can do in battle as soon as enemy starts penetrate your armour is increase the distance between forces or increase angle temporary to increse effectivity of armour.

I never even thought about this and your right, it is an important question. I was actually wondering why some of my 20-30 year old "future Proof" BB and BC designs that had been rebuilt several times seemed to be getting ripped apart while my more modern 2-3 year old designs with the same armor thickness seemed to barely take damage and now I know. This is one of those "hidden" values that would be nice to see visually represented in game.

This is one of those "hidden" values that would be nice to see visually represented in game. I’m working on a project right now that involves the intricacies of shells vs armor. It’s incredibly complex, and it’s true that nations really didn’t understand it all at the time. They especially didn’t know how enemy shells would react against it. I think there should probably be a level of research associated with the armor on a ship, but not a specific value relative to current armor.

Why not an option "conduct gunnery test" which allows you to compare armour of a certain vintage against one of your current vintage as it relates to one of your guns. Press the button pay the toll and get a relative effectiveness
