Possible bug: AI not restricted by technology?

I have encountered some oddities concerning early AI usage of technology which shouldn't be accessible at a given point. I've seen AI legacy CLs which were equipped with triple above water tubes and medium flak. I've seen such configurations during the first decade of the game, starting in 1900, so that rules out retrofits.  This surely is a bug, is it? Because adding quite a sizable flak compartment to early ships is a pretty blatant waste of space.

This can happen to player too. E.g. for US the autogenerated 1900 legacy fleet occasionally contains cruisers with multiple torpedo tubes under construction.

I also have had this bug. Playing as germany most fleets i face against have triple deck mounted torpedo tubes on CL's with triple turrents in 1910. However, it appears it mostly has been affecting CL's and no other ship for me.
