This event could need some refinement in terms of the financial situation and current building queue being taken into account. It doesn't make much sense that any head of state would demand two additional battleships, when the entire budget is spent on two battleships already being built. Especially for smaller nations like Japan or Italy this request is often impossible to fulfil, especially early game and when playing with historical resources. Thoughts on this?

I would leave it in (perhaps not when a treaty forbids you to build battleships).
Though a bit of adjustment would be nice, dependent on the selected fleet size and the country.

I had this happen just last night. They requested a pair of battleships when I was down to 8m in the treasury and was spending over a million a month to finish up the end of a large batch of DDs and CLs. I agreed(reluctantly) since i knew the current crops completion wouldn't leave me with a very large surplus. They gave me Jack in terms of a budget increase. I looked it all over and even sketched out the smallest cheapest possible B I could make(in 1928) and found even that would put me in the red within a couple months. So I just had to ignore it and take the hit from their displeasure. You cant always win with people who dont understand your situation and just want a flashy new ship they can have their wives throw bottles at.
