Its a fickle beast, I noticed.
While trying to Mare Nostrum the Med, I busted the UK fleet to DDs ans KEs only four times. Invasion of Egypt was impossible 3 times, while all other possesions fell almost automatically.
I eventually got it through peace treaty.

surprise invasions seem to almost always work out for me but thats my personal experience

yeah surprise invasions seem to ignore any superiority and just rely entirely on whether you win the surprise invasion battle.
combined with the surprise invasion battle ability to pick your target its probably the only real way of taking India(value 40, aka a **** ton of budget even late game) from the UK

I'm not sure whether this is a bug, or the base invasion chance was just set too low, but: I'm playing a game as Japan. I won a decisive victory over the Russians in month 3 of the war. I have more forces in northeast asia by a margin of two battleships, 6 armoured cruisers, and a dozen protected cruisers and destroyers. I've been "preparing" an invasion of southern korea for 17 months. No matter what I do it absolutely will not go off. This is driving me nuts. I can't attrit the Russian fleet any more because they refuse all non-unexpected battles. Has anyone actually seen an invasion go off? Is this just me? Suggestion: I feel like if the AI (or player) completely refuses to sortie, invasions should trigger automatically. I have had the same issue, complete naval dominance over a region for well over a year with no invasion is dumb, it has gotten to the point where I just ignore the button because the odds of it firing at seemingly so low that I am better off just saving the money I would otherwise waste preparing for a naval invasion that will never happen.

Hm, there seem to be several factors influencing the success of an invasion, but these apparently aren't obvious ones. In my current US game, I had first targeted Jamaica. After several months, I got an "invasion battle", during which I gave the Brits a heavy beating and my transports arrived neart Port Maria virtually unharmed. Afterwards, it was the ordinary half year of fighting, and the island was occupied. Afterwards, I aimed for British Columbia, but over the course of almost two years nothing happened, even when I ordered a decent little fleet including BBs, CVs and a dozen DDs to the US West Coast. Perhaps that target with its whole value of 12 points was a bit too big. So I called this off and targeted New Brunswick instead... which was invaded ("taking advantage of the weakness in North American East Coast", or however that read) and conquered almost immediately.
Oh, by the way, can it be that invasions nowadays don't occur without this? As far as I remember, there has never been such an invasion without setting a target.

BROKEN
I had 4:1 or better for more than a year and had a base within range of my invasion target. Maybe was 2 years. NEVER TRIGGERED. BROKEN. Fix plz.

I think some of the targets are just plain broken, I have never been able to take British Columbia despite facing extremely little British resistance

Oh wow, after several months of trying to invade British Columbia with zero success(closest I got was an invasion battle, which the British declined, apparently somehow stopping the invasion due to bullshit) I switched to Nova Scotia, literally invaded instantly
