I'm not sure whether this is a bug, or the base invasion chance was just set too low, but:
I'm playing a game as Japan. I won a decisive victory over the Russians in month 3 of the war. I have more forces in northeast asia by a margin of two battleships, 6 armoured cruisers, and a dozen protected cruisers and destroyers.
I've been "preparing" an invasion of southern korea for 17 months. No matter what I do it absolutely will not go off. This is driving me nuts. I can't attrit the Russian fleet any more because they refuse all non-unexpected battles.
Has anyone actually seen an invasion go off? Is this just me?
Suggestion: I feel like if the AI (or player) completely refuses to sortie, invasions should trigger automatically.

I successfully invaded the Northern Marianas as the USA in 1903. I had two 14,000t battleships, two 13,500t first class (armored) cruisers, and three 2,400t third class (protected/light/colonial) cruisers in the sea zone; I think the Germans had a cruiser or two, though I'm not sure. Don't remember how long it took for the invasion to go off, but it wasn't very long.

I think there is random. I am trying invade Corsica as UK having over 40 points and usually no French fleet to oppose. No success yet.

I did take Sakhalin with invasion. Also, I got surprise invasion at the start of war for Port Arthur.

I did get the surprise invasion in my first war with Russia, but my soldiers couldn't take port arthur in almost two years despite never losing a battle, before the war ended with a compromise peace. Maybe I'm just having abysmal luck

What’s the force disparity? You need a 4:1 ratio for an invasion, just having superiority is not enough

I'm currently playing as America and I was fighting Britain. I had a like a 5 to 1 advantage in the Carribean for like 3 and half years cuz the AI just didn't want to put forces there but an invasion never fired off despite me having it set the entire time. However in a previous war I took both New Brunswick and Nova Scotia easily. So it's probably just random chance and bad luck.

I went to war with Russia as Japan, planned an invasion of Sakhalin, and two months later landed unopposed. But before we could solidify our claim and actually beat the Russian army Japan and Russia decided on a compromise peace despite my wish to push them further.
My problem appears to be my government never wants to continue pushing the enemy for their possessions despite winning my last three wars on points alone. Its always some bull**** peace deal. Three wars and not a single captured territory. On my fourth now and hoping to take Italy's one and only non-med colony. If four CVLs and an overwhelming number of capital ships in the Indian Ocean can't do it i'll chock it up to a bad campaign and start another one.

things can be kind of random in this game, but that's the fun - some games you get great luck and pull off crazy crap, other games things never go the way you want them to and you can only hope it goes better next game

And then when you're struggling to fight off the UK and US at the same time because bombastic head of state is a bitch all the sudden your government decides to fight to the absolute end...

I've just never been able to prepare an invasion at all, not sure how you could pull off a Marianas invasion in 1903 haha. Invasion range seems to be measured from the nearest port in any of your possessions to the nearest port in the target possession, and the distance from Guam to Saipan (the sole port in the Northern Marianas possession within the game) is only about 220 nmi.

Actually the manual does say you need 4:1 superiority.
Very confusingly the manual says under ‘invasions’ that you only need superiority and that a higher superiority increases invasion chance but it then also says much later on in the manual that you need a 4:1 superiority for invasions, so the manual is perhaps not the best source regarding invasions, either way I have never got an invasion with less than 4:1 so It’s probably the correct one.
