I installed to Program (x86)\Rule the Waves 2 the save directory there has 5 not 9 sub directories and the first one, the one I should be using, is empty.
This may also impact the bug I reported that if you start a game under normal permission then come back with "run as administrator" you won't see your saved games

Windows 10 will redirect the save games files written for the game to your OS installations 'virtualstore' location if you install the game under the 'Program Files(x86)' folder. This is basically Windows not allowing legacy programs to write into the Program Files folder, ostensibly for security reasons.
The files are moved to something like: C:\Users\[USERNAME]\AppData\Local\VirtualStore\Program Files (x86)\[RTW2 FOLDER NAME]\Save\
You can find the virtualstore folder on your PC by the following process:
1) Right-click the Start button and select Run to open the Run command in Windows. (Keyboard Shortcut: Windows key + R) 2) In the Run Command box, type %localappdata%\virtualstore and hit Enter on your keyboard. 3) You should now see the Virtual Store folder on your screen.
