First of all, I'd like to thank the devs for a brilliant game. Thus far, RTW2 has been everything I'd hoped it would be.
I am, however, having trouble keeping my battleline in line ahead formation. Whenever I begin a battle with my capital ship divisions set to "Core" and "Line Ahead," the ships within the division will assume a line ahead formation, but the divisions themselves will station themselves in line abreast, offset from my flagship division.
This unwieldy formation is obviously unsuitable for a major fleet action. I have tried switching divisions in and out of AI control and changing the difficulty to Captain's mode, but to no avail. I have been able to get by by manually controlling divisions, but this can become tedious for very large fleet battles.
This is quite possibly my own fault, as it has been some time since I played RTW1 and may be a bit out of practice. Thanks in advance for any help you can provide.

This is, I believe, the "Fleet Cruising Formation" from the tech. The ships sail in parallel columns until the contact with the enemy, when they fold into a battleline. Unless you are talking about something else?

If you have the tech, that would indeed be cruising formation. Otherwise I'd check if they are correctly set to lead divisions (one division can only have one core following, so they need to be chained one after another).

I believe I have ships properly "chained." Perhaps I simply need to wait until contact with the enemy for the fleet to transition into a battleline. I'll do some testing. Basically, yes. The parallel lines of squadrons in cruising formation can very quickly maneuver into a battle line when the time comes. It seems counter-intuitive, but it works better than keeping your fleet in Conga-Line formation all the time.

That's a beautiful battlefleet formation. Compare it with this diagram - it displays the deployement of the british Grand Fleet as it closed towards the battle of Jutland: That deployement is designed for scouting and flexibility. On one side your battleline will have eyes over a far wider section of the ocean that if it sails in a single line. On the other hand, it allows you to deploy the parallel colums into a single line in the most tactically sound direction the moment you make contact and have a clear tactical picture of which way you want your battle formation battleline to go. For instance, the way the british deployed in Jutland: Once the Grand Fleet made visual contact with the german ships they deployed to port, that means the column farthest to the left veered to port, the rest doing so in the proper way to fall just behind the column to their left once the turn was complete - by the end of the turn the Grand Fleet was deployed in a single massive line: In your case, once contact has been made with the enemy, decide which way you want your battleline to head - starboardside, or portside. Get the first squadron of either side you decide, make it the lead, and make the 2nd one core and following it, the next one core and following the 2nd, the next one core and following the 3rd - etc. In a few turns, provided no wrong signal accidents happening, you'll have a perfectly lined up battleline.

Thank you for the information and beautiful diagrams. After further testing, I can confirm that the game flawlessly executes what you've described. In my case, I had a CVL (off-screen and to the north of the pictures I linked) that had spotted the enemy fleet. Although my battleship divisions were just outside visual range of the enemy fleet, I rather impatiently sought to get my ships into line. But, as indicated by griffin01 and klavohunter, if I had merely waited a bit longer, my fleet would have gotten into formation.
