I guess this is a kind of a known issue, but there's some funky stuff going on with how the AI handles terrain. Especially islands and sharp edge coast lines. I'm playing as A-H and had an entire British fleet drive itself into a corner where they couldn't get out. There I could wipe them all out with torpedo knife fights and point blank big gun shots (Jellicoe would be turning over in his grave!). Just wanted to mention this, but guess it's really hard to make AI "read" the map or predict stuff?
I would guess other players have seen this issue as well. (Although on second thought, it might be actually somewhat realistic. Sometimes, due to bad luck or lack of intelligence, one might get caught between their base and terrain with a larger enemy blocking escape as almost happened in Jutland to the German fleet, and Dogger Bank to Hipper's BC squadron.)

This happened with the first RTW. It's a shame that terrain can't be redrawn somehow to take out jagged coastlines. I believe one of the workarounds was to put a minefield in those places where ships would get stuck, the AI will then avoid those areas.
