So, I know that where you put a Raider is really important. Does this mean that were you put Trade protection ships matter?

To satisfy the 1 out of x ships value, no. To be available against raiders, yes.
For intercepting, or prevention of sinking of merchants, the raider can go up against everyone in the zone (I think, TP ships get a higher chance, but not sure.)

There is also the minesweeping angle AFAIK the effect is only in the sector the ships are in, just as with minelaying.

I'm not so sure about this. I had an old B-converted CVL set on TP Duty in Northeast Asia, and this ship later intercepted a CL Raider in Northern Europe (allied with a NE Nation in that War).
