Ack! Rebels wrested control of Panama away from my US...
* if I had sent ships without the "colonial service" trait to the Caribbean, would it still help?
* it's only 1904... will the Panama Canal still get built in 10 years?
Couldn't find anything about rebels in the manual, so I'm flying (sailing?) by the seat of my pants

Usually just a single active fleet Battleship is enough, were your ships on reserve fleet?

* it's only 1904... will the Panama Canal still get built in 10 years? Unless it was changed for Rule the Waves 2, the game doesn't care who, if anyone, controls the Panama possession; the Panama Canal will always open in 1914.

The canal is restricted against enemies in times of war.
In RTW1, enemy fleets would have to navigate around the Cape of Good Hope if I controlled the Suez.
