Currently anyone playing Japan should be given extra Prestige.
#1 Torpedoes. They don't fire. When given command of a ship you don't even get an option. Centerline swivel mounts, torpedoes that are 1000@28/3000@15, I am going 14kn and I cannot get a perpendicular shot at 800 yards. One of Japan's advantages is the torpedo.
#2 Surprise attack. Currently it is completely useless. Your force starts 45 minutes to an hour away. Destroyers go in, but don't launch torpedoes. By the time you get to the fight all the opponents have made steam and gone into port where you cannot attack them.
This is not fun.

With my really first battle with RTW i do an surpirse attack with Japan at Port Arthur in 1902. Yes the starting positions are still to far away but i was able to sunk an KE immediately, lunch torpedos against three CAs before they made steam and secure all of my attacking DDs in the this first phase of the battle. When my Bs and CAs entering firing range to the port, the enemy fleet is trying to escape from the port and is sailing at the coastline to northeast - this was the time for my CLs with torpedo attacks. At this point i encounterd the Torpedo friendly ship bug but serveal torpedos found there targets. The rest is done by the B and the CAs. All three russian CAs were sunk - one of them was marked as CA - sinking (in port!)
So it is possible to do an surprise attack but it is hard - one enemy CA needs only one Torpedo and is sunk in the harbour. Each of the other two CAs where hit by 6 to 10 torpedos and serveral shell hits before they go downstairs...
I think without the Torpedo friendly ship bug i should be able to sink the three CAs earlier and a lot more of the russian DDs too.
So if this bug (http://nws-online.proboards.com/thread/2303/fire-torpedos-friendly-ship-repost) get fixed - surprise attacks should be very funny...
