So in the nation selection screen, it states that each faction has one or more bonus technologies. For example, triple gun mounts for Austria-Hungary.
However, it seems that these technologies aren't actually present/researched when the game is started.
What gives?
And speaking of Austria-Hungary, why does this country appear to be a "dead" faction unless the player is controlling it?

IMX "bonus tech" is given for free when you research the previous level, not at the beginning of the game.

A bonus tech means that the nation requires considerably less effort to invent it, once it is available, and has a higher chance of encountering it.
What do you mean by a "dead faction"?

I mean, you've played the game, right? Austria-Hungary is present with one or two territories on the map, but if you are playing as another country, you never see any events involving them, they don't do anything, and they don't show up on any in-game reports whatsoever. You can't even spy on them or view their fleet strength because they are not in the list of opposing nations.

Unless you play France, Italy or Russia, KUK is not present in the game due to there being a limit of 7 factions, including yours, in any campaign.

Now that you mention that, I notice that as Austria-Hungary, Japan doesn't exist. So yeah, a faction limit. Quite frankly, that's silly.

I imagine it's due to a technical limitation but, honestly, it's not that silly. Austria-Hungary never really engaged in colonial ambitions; it had enough to deal with in the Balkans an in their own territory. When playing as the US or as GB it makes sense that AH isn't even considered a rival. When you play as AH, you are not really going to fight Japan, since there's more than enough wars to fight in the Mediterranean, so it not being one of your rivals is not a problem at all. Now, would it be better to have a larger faction limit? Yeah, it would, but not that much better. You rarely run out of things to sink.

I think the reasoning is that seven enemy factions made the game too "busy" and wars were too frequent rather than a technical limitation--can't imagine why the game would technically support six enemy factions but not seven.
