So there's an option to have deck-mounted torpedoes be reloadable. What does it do?
More generally, are below-deck torpedoes always reloadable?

Submerged tubes can always reload. Deck mounted tubes can never reload unless you give some tonnage over to reloads. They're one-shot when you first invent them.

Just bellow "Torpedoes" you can check "Torpedo reloads (above torpedo tubes)". There is one reload but I am not sure if there is not bug in v1.01.
Submerged torpedoes has always one reload, it take quite a time however.

So that's one reload only. Thanks! Does it increase the damage caused by hits to the torps? Yes, it does. If submerged torpedoes tubes are hit, flooding could be severe. But always depends on luck. It is similar for swifel mounts on deck, however you get only structure damage. I do not know if in this case it is possible to have some flooding damage but it will be minimal compared to damage to structure.
