If you look in the lower right-hand corner of the screen while in a battle, it'll tell you some things about current weather condition, including whether or not it's raining.

Hehe, yeah I know about the weather but I want to handle my airgroups. Like ready some for a fast launch when the rain is gone. But Im not allowed to enter that screen when its raining.
