At the conclusion of a war where you earn colony possession points, sometimes an enemy doesn't have a possession that is low enough for you to choose with the points awarded and those points are wasted and you get nothing. Good example is if you win versus Italy whose only possession is Sicily worth 12 points and you get 10 at the end of the war as a reward, you get nothing.
I propose that the enemy nation must surrender to you part of their fleet as prize if you are ever awarded fewer possession points than you can use on an enemy colony, those points would then be spent on prize ships as follows as an example: 10=BB 8=BC/CV 6=CA/CVL 3=CL 1=DD It's not often that you cant use your points on a possession, a lot of nations have quite a few cheap ones, but getting something for nothing on the times it does happen is just good game play.

You get a boost to your base resources for every point of possessions you do not claim.

How much? Enough to buy a BB in one turn? I don’t have a solid number but it’s actually quite high compared to actually taking the Possesssion. Outside of basing a roleplay concerns, you should actually never take possession since you lose quiet a bit of scaling potential income( note that possession income also depreciate as game goes on) So no, it can’t buy you a battleship right away but it will probably fun more than a few down the road. Besides, do you really want to take some of the ai rust buckets left after the war Though I do agree it’d be nice if we can take over more than 1 ship after a victory, it will be nice for replenishing lost light forces or bulk up a depleted battle line

i think the economic benefit of taking empty points is about double that of taking a colony, so taking the points is always going to be a much better option over taking a disposable ship you are going to throw in the trash 10 years later

However possesions as Panama, Malta and possessions with oil if nation does not have could be quite useful over anything else.
