I just want to echo what John says above. Some nations just didn't adopt some roles for aircraft. The intention in the game is that the player should have to work with what there is. I can understand that this can feel frustrating to the player though. Sorry to ping you with this but i am on my 4th playthru.
First one was with US to get a feel, second one with germany and third and forth are with Japan. Every time the AI had TBs and DBs very early according to intel reports. While I had to wait until very late 1920s / early 1930s to get the first TBs on every playthru.
RNG is RNG, but man does it suck if you have nothing but fighters to put on your CVLs or CVs...
I have the same result. Playing as UK with high budget (1920 start) I have last (do not remember exactly, but worst one of two last) medium bomber and dive bomber even if research priority of "Naval aviation, heavier than air" and all relating to avaiation (except lighter than air) was high and other areas low or medium to even increase priority of such research brand.

To be honest this is what I LIKE about this whole concept of not being able to control everything... it is a very realistic simulation and quite abstracted enough that you can make up any fictional story to why that is the case. So not all players feel that this is frustrating, at least I don't.

I can recall waiting in dread while all the other nations built/converted Aircraft Carriers, while my techs were unable to give me the Flight Deck technology to respond. It was awesome, and I did manage to get the tech and a couple ships converted before war began.
