Is it a bug that I can build Armoured Cruisers at the start of the game with guns bigger than 10"?
There is a huge difference in penetration of 11" versus 10" guns so such cruisers have a considerable advantage in any early cruiser fights.
If it is a bug I want to know not to build such ships when I start a new campaign.

I suspect it isn't, as you could do it in RTW1. I believe it is to represent some of the early 2nd line battleship style Armored Cruisers conceptually floated at the time.
I believe they have the restriction of 4 11/12 inch guns and 22kts or 3 11/13 and 23kts before the game considers them an early BC

It is intended. This way you can experiment with stuff like the Matsushima-class.

Ok... thanks... and yes I designed that Matsushima class yesterday in my Japan historical campaign start. Not the most useful ship, but fun...

It looks like you went Turret though, I would have made that 13" an A casemate. :]

Never crossed my mind that you should do that, should be the correct way to represent them...
