It seems that the maximum intended squadron size is 20. When creating or modifying a squadron, I cannot use the arrow buttons (both the arrow buttons displayed on the screen and the keyboard arrow keys) to increase the squadron size above 20. When creating a squadron, if I type in a number greater than 20, when I press the OK, the squadron size jumps down to 20.
However, I can modify an existing squadron to hold more than 20 planes. In the Change number screen, if I type in a number greater than 20 and hit the Enter key, the squadron retains its larger size. It doesn't drop down to 20. Pressing the onscreen arrow button, the keyboard arrow keys, or the onscreen Okay button makes the squadron size jump down to 20.
If it matters, I am currently playing as Japan in 1.02 with Very Large fleet sizes, Historical Resources (but the save was created in 1.01 before the historical resources were fixed), and starting in 1900. The year is 1937, but I've noticed this bug since at least the mid-1920s, with the invention of carriers with more than 60 plane slots. The bug might have appeared even earlier without me noticing it.

I can confirm this happens. Note that the 20+ capacity will only be allowed if you press the keyboard Enter key. Clicking on the OK button will reset the capacity to 20.
