... funny how the game itself knows what wrong, isn't it? I think that this problem may have crept up with the MS/KE conversion, or maybe it has been there before, or maybe it's all "working as intended!", I don't know. I would like to be able to build somewhat historical minelayers, and there is a bit of a problem with that. I can either go for
Cruisers Yes, there where CL-sized minelayers, like 8500t (illegal in RtW2!!) Adventure (GB) , but those where/are expensive, and surely not the only type used. If I want smaller ships, I have to use Destroyers
... which are fine if I actually want DDs for minelaying duty - "complete" DDs, with torpedo tubes and all, because the game wouldn't let me use a DD hull without mounting torps on it. But does it really make sense to spend tonnage on minelaying gear and torps at the same time? I mean, I could get more speed/guns/torps without the gear, or build a cheaper ship if it needn't be a usuable torp/gun boat. What I can't use (despite of plenty of historical examples), are Corvettes ..., although based on that hull ships like the would be nicely doable.
Btw., I although wonder what happens if I put a "minelayer" on "trade protection" duties? Does it lay mines with full or half capacity, or none at all?

Excellent question, this last one. I'd really like to know as well! I think this is much related to my suggestions about being able to expand ship roles: nws-online.proboards.com/post/43787/threadI wanted to build a dedicated destroyer minesweeper and it ended up in battle as my carrier escort. It's likely similar for a dedicated destroyer minelayer. It'd be fun to design these if we could suggest that they not be the frontline fleet defense. Without the Coastal Protection role, maybe these types (minelayers, minesweepers) should be in Trade protection? I just don't want them guarding my fleet

Small minelayers used for creating defensive littoral minefields - essentially, ships like the Ottoman Nusret - are abstracted into your ports and coastal batteries, which create minefields around themselves in wartime whether or not you have ships fitted out for the purpose.
Also, I'm uncertain that the kinds of ships that we can equip for minelaying in Rule the Waves / Rule the Waves 2 would really be suited to laying coastal defense minefields - dropping mines over the stern while cruising is fast but not particularly precise, which is useful if you're laying minefields off a hostile shore or want to fill a large area quickly and don't greatly care about where exactly the mines are so long as they're there, but if you want to protect a harbor or a channel while still being able to use it reasonably freely you kind of want to know exactly where you're laying your mines, and so a ship that can anchor in place, carefully fix its position, and then accurately plant a mine in a specific location is more useful. You usually don't need a defensive littoral minefield laid in an hour, either, so the time cost of accurately positioning the mines of your minefield isn't as important as it would be if you were laying a minefield off a hostile shore. After about 1930, CLs can be built up to 10,000 tons. It'd be a bit late, but if you really wanted the ship to be 8400 tons (remember that the game uses long tons, not metric) you could do it. Regardless, given the combination of speed and armament for that ship, I'd think that it'd be best to approximate it in the game using its standard displacement of 6740 tons, because four 5" guns, four or eight medium AA guns, eight or nine light AA guns, and a design speed of 28 knots isn't that much to ask of a 1920s cruiser that size within the game and there are only so many mines you're allowed to put on it.
