France 1900 start, small fleet
In war I have 3-4M of funds, yearly war budget of 52 M
I get event 50M to build new battleship, so have 53M.
Same month even before I can do anything I this turn message: "5 % of funds reclaimed by the finance ministry due to hoarding of allocation!"
The 50M for battleship should be excluded till the end of event, especially as I have minimum funds available.
note: I am playing France, smaller nations would have much more issue with the money for battleship.

Another bug which I have not noticed - thanks akosjaccik for noticing it - is that this refund completely cancel "build requirements" for battleship. Could be seen in previous save.

The fact that the build requirement gets cancelled suggests to me that this isn't a bug. Think of it this way: The public raises funds for a new battleship, and the finance minister embezzles part of the funds. The navy makes a fuss and a huge political scandal blows up, and in the uproar the battleship is forgotten, even though it started the whole thing.

While I'd agree it's technically a bug, it sounds pretty much like an example of emergent storytelling. The Finance Ministry points out that since the Navy just got a big lump of cash, they don't need this month's budget.

I would think they’d get upset and unrest levels would rise if the politicians did that.

Hold on a second, you're saying the government...might do something that upsets the citizens? Say it isn't so! Jokes aside, there's plenty of believable ways this could smoothed over by politicians. The easiest I could see is the Finance Ministry pointing out that the Navy is in no danger of bankruptcy and that there is a critical Army offensive that requires funding. Battleships take a very long time to be built and the war is happening now. Besides, the Finance Ministry isn't stealing money, it's just withholding the first three weeks of the months budget. The Navy will get by. Alternatively, they could say that the 2.5M they "stole" would be spent on social programs or some other popular project. Of course, maybe that money doesn't seem to ever show up...

Question is: Does it work as designed or not? If not does it work as unintentional feature well or needed to be corrected?
