I am not entirely clear on what this does,(SAP Ammo) also in general on what to tell my ships in the preferences menu to shoot at and with what? I generally leave it on the standards the entire game expect taking gunnery training. But i remember that the royal navy had some weird semi AP shells and I assumed this was what SAP was, it could peirce but it also didnt over penertrate vs smaller targets. Can anyone tell me what they do and which is best? Or what is better in which situations? Many Thanks!

The the game models ammunition is a mystery to me so I won't comment on the in-game modelling and will instead restrict myself to the historical record.
AP ammunition is generally a really big hunk of metal either a really tiny (like 2% of its overall mass) explosive charge or no explosive charge at all. The primary damage source for an AP round is the round itself. HE is the opposite in that its a think walled tube filled with lots of explosives that goes boom when it hits something. Does a lot of damage (since it has like 30X more explosive power than an AP shell), but can't penetrate armor.
SAP or Semi Armor Piercing is sort of in the middle. Its a shell with decent armor piercing capabilities (although not as good as a dedicated AP shell), and still having a respectable bursting charge. So more damaging than an AP shell, but not as good at penetrating armor.

The general gist is correct, but I can't think of a single naval shell thats anywhere close to a 10x charge difference between AP and HE, much less anything approching 30x.
Most rounds seem to fall in the 3-6x range; US 16in (Mk6/7) - 40.9lb vs 153.6lb - 3.76x ratio
JPN 18in - 74.6lb vs 136lb - 1.82x (though to be fair this is comparing AP to Common, not HE) UK 15in (WW1) - 45.3lb vs 224lb - 4.94x GER 15in (WW2) - 41.4lb vs 141.5lb - 3.41x US 8in (WW2) - 3.64lb vs 21.34lb - 5.86x US 6in (WW2) 1.95lb vs 13.22ln - 6.77x
Most rounds 5in and bellow typically didn't have a proper 'AP' shell, instead using SAP or Common, or sometimes just HE with a base fuze.

nws-online.proboards.com/thread/2138/sapbeen answered there... SAP has about 50% - 70% of the pen of AP and a higher after penetration damage. I use it mainly on BC / BB against CA / CL since their SAP can easily punch thru their armor, but yields more damage. Also later in game i equip CA/CL with it when their pen outpaces the average protection.
