v1.03, France 1900 start, small fleet
It seems to me that it is quite often than intended. Especially at time where UK fleet is much large than anybody else and their budget is much larger than anybody else.
note: after event, but even before UK budget is enormous. note: on top of that UK is building 2 battlecruisers

Does the UK in game follow the 2 Fleet rule, so in your screen shot tries to keep a budget higher than the next two nations

UK - 216k tons USA - 109k tons France - 71.7k tons
