Cruisers? Why would we need those? Guns on destroyers? Don't be silly. Secondary batteries are supposed to be small? Have you ever heard of bigger is better?
As bonus points I am doing this on historical ressources as AH and with AI advantages on, whatever that means.

Large secondaries, torpedo destroyers, going for small, short-range boats as early-game AH and not bothering with cruisers?
That seems pretty normal to me.

I'm impressed by 30 knots in 1900. I went for 26 knots, though I packed a 4" gun and nine torps in there instead. (Needless to say, a lot of those ships have since died in death-or-glory attacks on CAs and Bs.)

I stop building Battleships and battlecruisers by 1930 but I always finish off with an absolutely insane design that usually gets torpedoed to death by planes.
Still, my last game had a 30000 ton battlecruiser with 2 inch belts, 1 inch deck, 12x18inch guns (+1, 4x3 gun turrets, 2 of them superimposed), 8x12in secondaries (in 2x turrets), as much AAA and 4 inch DP I can cram onto the deck, and fast-ish 34 knot oil burner.
First war, it gets swarmed by planes and eats 6 torpedoes before seeing a single Italian.
RIP.

Just as expected my DDs are completely useless because they absolutely refuse to use their torpedoes against the enemy, even if I go super close to the enemy and launch a flottilla attack.
Apart from that, no issue so far except the fact that I took Angola but obviously didn't really have the ships for foreign stations and the fact that the AI is a bit... meh.
