I know they get interned in a friendly port for maintenance issues while on raider duty, but do they still in your Home Area?

It could happen in Rule the Waves so I expect it's possible in Rule the Waves 2, though I haven't seen it happen yet.

seen my raiders get interned in my home area many times in RtW1 and a few times in RtW2
i find it weird, but not a big deal

I would hope for a lower chance of it. In real life it would all depend on where exactly in the home area it broke down. It might have to make to a neutral to avoid sinking at sea. So its sounds plausible. I would of course as an Admiral be pretty annoyed that it happened.
One thing that would contribute to reducing the relative chance is that the home area likely keeps the ship properly maintained rather than the R* status long term distant get. I believe R* has an increased chance for raiders to have break downs. By consequence in reverse the home area will always have the lower R with no star chance.

Some home areas are quite big so it makes sense to me. If a German raider has engine trouble near Island or in the Biscaya it is unlikely that he will be able to come home.
