It is a researchable armour scheme that primarily reduces armour weight.
To do it: Reasearch it in the armour section Open a ship design (or design a new one) Select 'Flat deck on top of belt' armour scheme Remove all BE and DE armour It should pop up next to the armour scheme box
Then enjoy the extra weight savings!

IIUC, you can make AoN armor without weight penalty without the research, but non-AoN ships are pretty susceptible to BE flotation damage; a battleship with AoN armor without the tech can be sunk by light/medium guns with surprising ease.

Making AoN without the research will still weigh more than with the research. This is because the game assumes your armor tapers from Belt max, to Belt edge at 0. So putting Belt edge at 0 don't necessarily mean that belt edge have absolutely no armor. Nevertheless, setting BE to 0 will make you very vulnerable to BE pens with or without AoN, the difference being, as you mentioned, non AoN ship can take significant damage, and sometime be outright sunk by BE hits.

All or Nothing armour increases the flotation point of your ship when you have the research, so it’s great for making your ships more survivable
