At the moment the AI nations build some standard ships and then try to emulate the player designs. A nice variation would be if every nation has an own doctrine or agenda for building ships. This doctrine is RNGed at the start of a game, and then maybe revised at certain points (after a lost war, after a coup etc.). You could get some information about the enemy doctrine via the spies, or just by watching what ships are build.
The benefit for the player: You are confronted with new situations and challenges. Maybe Italy decided to invest most of his budget in very fast ships, DDs and CLs, with more torpedo tubes than usual (and maybe more than allowed for the player). Or Japan, dropping the build of large gun ships at all, concentrating on carriers only, or things like that.
You would have to revise your design strategy and also your tactics in battle more often. Do you dare to fight this fleet? How will your designs proof against this specific enemy? How to exploit the weak points of the enemy setup?

I like this idea. Depending on how AI ship design works, it might be tough to implement, but I like it. Even if it's as simple as the AI using advanced training options, and building their ships to match, it'd still be fun and good for immersion.
