Fast seaplane tenders with aircraft carriers?

Has anyone gotten the battle generator to give them fast seaplane tenders (~>25 knots) in the same battle as aircraft carriers? The only time I managed to get seaplane tenders in the same battle as aircraft carriers was when they were ~20 knots in the late dreadnought era. I've tried building fast seaplane tenders (33 knots) to keep up with my aircraft carriers (32 knots), but they never appear in the generated battles. The only time I've gotten my 33 knot seaplane tenders to join a battle was in a nighttime coastal raid.

I had a 27 knot seaplane tender that was often in the same battle with CVs. It was always assigned to support battleships though, never in the carrier fleet.
