don't think they are supposed to have some of these guns at the very start, unless the 'nation details' on the select nation screen when starting a new game is wrong

Agreed, 16" naval gun was historically designed in Soviet Union only at 1940 (though there were studies of it before 1918, they seem never came to practice). Instead, there should be available 14" (-1) gun, which was the largest pre-Revolution caliber IRL (Nearly dozen of guns were bought in Britain for BC Izmail-class, and some were produced at Obukhov Plant. Quality of some barrels appeared to be quite bad during tests, so -1)

You are right, Russia (or the Soviet Union) should be restricted to 12 in guns in 1920. This is a bug.

Russia never produced ships with more than 12 in, and even if they were on their way to building the Borodino class with 14 in, it is assumed that any capability was lost after the revolution.
