I've just noticed that, in a long war as Germany against France and Russia (ca 1909), France has built 75 coastal batteries, and Russia 54. Is this... normal? I've never noticed it before.

How long is it actually?
I never found that behavior in 3 years long war by the way.

I believe it ended after 44 months, but the coastal battery construction began right away. This is very large fleet size, of course, but still...

Across all sea zones, that would be highly unusual. If we are talking just off the North Sea that is freakishly bizarre.
Were either countries fascist? I haven't had time to collect data on fascist governments, perhaps that has something to do with it. On the whole I'd say that is very abnormal however.

It most likely has some player activity input involved like many other things in the game. Just a hunch (might or might not be a factor) but I have seen AI nations build forts after, for example if they've been severely beaten in a war. As AH I built a lot of forts and Italy started building forts like crazy as well. 'Also same thing with submarines, I have seen if you build a lot of submarines and use unrestricted warfare effectively, after the war there were decision events of other nations complaining and wanting to ban the barbaric submarines and if you won't agree, they will start building quite a few subs as well. It really varies a lot from game to game though with most likely lots of random factors/chances involved influenced/modified by lots of stuff (that's the only way I can think of how to express it).

Here's a screencap of the almanac entry (assuming I can figure out how to upload on these forums) from 1918 of the same game. It's a new war with France now, but they're up to 80 batteries and climbing. The Russians have 70. Nobody else has unusual numbers. Russia also has 70+ submarines and fairly limited surface assets, but that is mostly due to me sinking things more quickly than they get built...
