Using the interwar refits of the Kongo-class as an example, I believe that we should be allowed to change armor and displacement during refit- maybe with a button like the one for 'replace machinery'. It'll probably be more expensive than building a new ship, but it makes sense during treaties, and it was done historically so It would be nice to be able to do so in-game. Other examples are increased deck armor on Britain's old battleships when the Hood exploded.

There certainly should be some wiggle room. For instance Renown and Repulse had belt armour upgraded from 6 to 9 inches, they also had torpedo bulges added all for the mighty cost of 1 knot off the top speed.

Increased deck armor is already possible in a refit - there's a checkbox for it (Increased Deck Armor), and clicking it adds an inch of deck armor somehow.
