To test this theory that it's still bugged, I played as the US, put maximum research funds, and set everything on low priority except for fire control. Waited 20 years on "Secondary director for CL", the level 21 tech. And had no progression beyond. This was on the 1920 start.

Is there a tech level past 21 for fire control? I've never been past 21 either.

Is there a tech level past 21 for fire control? I've never been past 21 either. Yeah, there’s like 26 or so. Beyond 21, you get electro optic directors, which are lighter and even better than advanced directors.

if you go into the files and change the tech you can get to tech level 27 MAX
you can get a special firecontrol units called the electro optical director it basically gives you insane accuracy and it is so good
multiple other research areas are also missing items such as heavier than air machinery armor and some others i believe
last i heard it was 7 research areas with over lvl 21 research

There is a chance that your researchers get "stuck" late game and your nation never gets some techs through research but only through espionage or purchase. That is WAD. I have seen research of 21+ level technologies, though I also formed the habit of checking my savegame file for weird artifacts in research projects so I have no "vanilla" baseline for comparison.
