As my fleet transitions from coal to oil, I frequently get left with some coal-fired ships that are still useful. These can be kept in service seemingly forever without any real penalty, whereas in real life the infrastructure needed to coal these ships involved considerable costs.
I suggest an adjustment to maintence costs for ships, so that for every year that goes by after a nation discovers oil-firing there is a small increase per ship in maintenance for coal-fired ships (perhaps starting 5 years after oil discovered). This should encourage a fleet to abandon coal rather than keep it forever.

Some maximum to the coal penalty though.
My end of game predreadnaughts appreciate the recognition of their existence which began with them under construction at the game start. Now sporting 2 x 16" guns with advance fire control, heavy, medium and light flak guns all chugging along with smokey coal engines.
