The invasion target is actually inside the minefield.
Same game, 1909
Invasion mission on Austria Hungary -- mission target symbol not on the map and the invasion merchant ships just ran in circles in mid Adriatic.

Austria-Hungary itself as a home province should not be invadeable. |

I believe in that case that AH had lost all but it's home province, but this was one of those invasion escort missions where I hadn't actually attempted an invasion. I've received this mission a few times over 5 games, but this was the first time that no target for the merchant ships showed up on the map.
