It's 1927, playing france and I have to keep buying torpedo bombers from my ally, Britain and I lose prestige for doing that. The tech has been stuck at level 2 for many years now.

It could be very bad luck. I have not researched Naval aviation, lighter than air for years, so I decided to check save only to see that all the tech were skipped and nations is focused on last tech on this tree. So I will be blocked for another several years as ahead penalties are quite high.

Otherwise it feels like a "varied tech quirk": Ivory tower researchers are stuck on their futuristic idea and ignore every foreign tech advancements.

I don't know how tech-sharing works, but there should be some kind of visibility impact to the research. Centerline turrets, for example, should spread very quickly after one nation has them. Also things like triple/quadruple turrets.
We once talked about how the British didn't utilize naval dive bombers, but I'm sure that was their decision, not a lack of their research abilities. The difference with this in the game is that these things are completely locked out by research, instead of being a decision that the player (like the British) choose to make.

It's getting a bit ridiculous since others are already using dive bombers. Maybe the campaign is damaged from all the errors I have been getting lately.

AFAIK, this decision was not in navy hands. Navy used what RAF decided they should use, and as result for the player it was just like dive bomber was never researched. Even with US planes available, UK bought Wildcats and Avengers but not Dauntless...
Though I agree techs should finally spread, even if it take a few years. And as upgraded versions include basic ones, you often have 2 chances to get the techs.

Yeah I am now buying torpedo bombers and dive bombers from Britain. Still, somehow my navy doesn't know how to develop domestic ones...

British torpedo bombers were dive bombers both the Swordfish and the Barracuda. In fact Barracudas flying from Victorious and Furious hit and damaged the Tirpitz on 3rd April 1944 using American AP bombs in dive bombing attacks. Though they were rather less successful on two other occasions.

Well, the first cruiser sunk by air attack in World War II was Konigsberg, sunk by Fleet Air Arm Skuas acting as dive bombers.

The heavier than air tech is notorious in my games for jumping well ahead. The choosing algorithm goes to from tech 4 to 13 or so, which is more than half a decade to early and thus effectively blocks research progress. You chan check this in your save file...
