12 is the collapse fulcrum - unless you win a big battle or something it's pretty much about to happen I very narrowly survived a 12 as Russia. I believe I sat there for about 2 turns, and an event popped up asking if I want to divert naval fund to social reforms. Tsar also signed peace treaty 2more months after. Guess hes a pretty reasonable guy.

now that i think about it i believe 13 is the collapse#, and the higher the unrest the more it snowballs so hitting 12 you'r at the 50/50 per turn junction
that being said, re-playing a turn in this game will give a 100% new random turn outcome, so if you really don't want the war loss you can close out/restart the turn and roll the dice again

Actually, Tortuga's mod lists unrest as self-tension, so it makes sense that it uses the same rules. 12 is brink of war, and 13 is actual war, if that's the case.
