I just beat the UK in a war, and the "Select possessions as part of peace agreement" menu only shows about half of their colonies. I suspect this is a bug, but if it's working as designed, let me know. v1.03, 1900 start, very large fleets, Italy, default options across the board. Attachment DeletedIt seems to be listed by region -> N Eur, Med, W Af, E Af, Ind, SEA, EA, S Pac, S Af, (list ends). None of their American colonies are available for capture, probably because there's only 26 available slots for colonies to take (or 9 for regions, perhaps). I'll update this if it happens again in my next peace deal.

i assumed it only offers you colonies that are local to you - when i played japan i was only offered far east russian colonies

Oh, good catch. So I can only take colonies within one sea zone of where I already have colonies? I suppose that's a reasonable rule, though I'm not sure it's entirely realistic (consider the Dutch colonial empire, for example).
I wish I'd known that, though, because then I might have taken Sierra Leone or Fiji instead of Yemen. This might want to be in the manual.

I expect it's kept local so odd things like Japan taking over Ireland don't happen. (For a while at least).
