Remember that the game does spotting (and everything else) in a minimum of 1 minute time slices...so in a few cases you may indeed see an unidentified ship (in very poor sighting conditions) cruising off your starboard at rifle range, for a "minute" at least anyway.

Few players have noticed that the Flying Dutchman was introduced with patch 1.3... On the Hearts of Iron 3 forums, I won an AAR competition, and the prize was the right to add a new ship name to the game files in the next patch. So naturally, later versions of HOI3 included the CV Flying Dutchman as a ship name for the Netherlands. I didn't realize that I won a similar competition in RTW, though

In my first (and current) playthrough I had a similar situation. CL on AI control at night (had lost contact with its division), spots but does not identify a ship and they're getting quite close together. My cruiser actually COLLIDED with the other ship before they identified it and started shooting though
