I've had this happen a few times now.
When did you start the game - 1900
What nation were you playing?
USA
Were there any start options that were not the default?
Very large fleets, 70% research rate
Describe the issue in detail.
My ships will not fire upon bombardment targets, which also do not show up in the target list for manual targeting.
What were you doing when the bug occurred?
Sailing the fleet past the objective, then stopped right beside it.
What did you expect to happen and how was the result you saw different than you expected.
I expected my ships to fire at the enemy.
