If an area is revolt for me. Can I send some hvy ships to the area to persuade them to be nice?

Good question. I always dispatch a battle cruiser, 2 light cruisers and 5 destroyers from my home fleet when anyone starts having ill-considered ideas about independence. It's great for a storyline but I've no idea if it actually makes a difference!

I know the British landed naval brigades (forces of sailors and marines) in the Boer War and even as late as the Arab Revolt of 1936-39. Other navies took part in similar actions. However while I often dispatch ships I have no idea whether they have an impact in game.

I like to dispatch a force of cruisers just to make me feel better, but I do not believe it has any effect. In real life such a move would be 80% window dressing anyway I think, unless your goal is to simply hang onto the port.

Inadequate ship(for foreign stations) lead to revolt. I don’t think sending more helps when the revolt is already underway tho

I think "inadequate" is in the game term for the tonnage needed at foreign station.

My last game as Germany I had South Korea start revolting. Sent my 2 BBs stationed in SEA and vectored some of the regional CLs up there. Event ended in my favor. Seems it might do something.

Yes, more ships in the are will increase the chance of the revolt being defeated.
