A BC that was 'Building' at the start of a 1920 UK scenario was unable to have it's 6x16 in guns upgraded to quality 1. In fact, I can't upgrade the design with any 16 in guns at all because the guns show quality 5 and changing the calibre up and down doesnt change the quality 5. I can rebuild the three turrets to 3x12 in guns per turret or a single 19 in, but the 16 quality 5 guns are stuck. Sucks too, gonna have to scrap the design because upping or lowering the gun calibre is too expensive.

For whatever it's worth to you, replacing the guns with the same number of higher-quality same-caliber guns is usually about as expensive as replacing the guns with more lighter or fewer heavier guns; it only looks like it's cheaper because sometimes the cost doesn't update properly. ~24M to replace six 15"/Q0 guns with six 15"/Q1 guns, ~22M to replace six 15"/Q0 guns with nine 11"/Q1 guns, and ~20M to replace six 15"/Q0 guns with three 19"/Q- guns, eight months for each rebuild. Make sure to have the game check the design for errors before you base any decisions off the cost that the game quotes you for the ship, because if you don't you might find yourself paying a much higher price than you expected - the rebuild for 15"/Q1 guns claimed to be ~3M over six months before I had the game check the design for errors, but if you save the rebuild and go to the rebuild dialogue the price you'll see listed is the 24M over eight months shown in the image above (which is also what you'll see if you check the design for errors or save the rebuild design but do not immediately go to the rebuild dialogue).

Issue is that in v1.04 UK starts in 1920 without 16" guns and so any ship under construction with 16" guns is bug.

Issue is that in v1.04 UK starts in 1920 without 16" guns and so any ship under construction with 16" guns is bug. dizzy's post indicates to me that he or she thinks that replacing the broken 16" guns with functional 16" guns would be cheaper than replacing the 16" guns with guns of a different caliber.
