I've been playing the Russian side and getting my destroyers to launch torpedoes has been tough, they are very cautious and will not even try to engage. I could count on the WWI destroyers to attempt a flotilla attack but in the RJW campaign so far it's been frustrating. Any tips? Have the flotilla rules changed? Different doctrines between the two wars?

It depends a lot on the effective attack range of the torpedoes. Torpedoes in RJW were much shorter ranged and much more unreliable than during WW1, which led to daylight torpedo attacks being impractical. The attacking destroyers or torpedo boats would be sunk or driven off by the anti torpedo boat batteries of big ships before coming into effective torpedo range. This is reflected in the game mechanics. Torpedo attacks in RJW are only practicable at night or against crippled enemy ships.

I've had occassional success massing the DDs/TBs into 3rd fleet, using Yaeyama or another CL as a destroyer leader, and emergency activating them en masse as a sort of clean up crew so the big ships aren't range limited by them. I don't think they're all that useful as escorts personally.
