If the enemy has insufficient forces to create opposing force in an invasion battle, then, even if they accept the invasion battle, the invasion does not fire.

Which version is this on? I know they did some invasion fixes in 1.04.

If the enemy declines, the invasion fires. If the enemy accepts, but does not have sufficient force, the invasion does not fire. I've observed this since release.
I'm also assuming that battles in support of land invasion does not have any effect if the enemy does not have sufficient force.

I just got an invasion battle in NEAsia (where I intended to invade) in 1.07. Enemy (Germany; I'm France) was unable to muster sufficient forces because enemy has no ships in the zone. The battle didn't happen, but I'm not in an invading state. Save file attached. What were you doing: Trying to invade. What happened: An invasion battle triggered, the enemy couldn't muster enough forces, but I did not make a landing. What did I expect to happen: If for any reason (including enemy unable to muster forces) the enemy does not contest my landing, my amphibious forces should land. PS - The good news: The invasion triggered right away. First turn I had ~40 pts vs 0; second 150 vs 0 and it triggered. I have two theories as to why it triggered (in comparison with my Egypt invasions which never seem to trigger). 1) The colony has a lower cost (2); maybe lower cost colonies take less prep. 2) If air power matters for invasion forces, then it may be that the Germans probably don't have a lot of planes in NE Asia.
