I just start to experiment with campaigns using lower research rates (70-80%). My question: Does a lower rate also affect the political deveolpment timeframe, for example the time window for fascist coups, or for the start of the decolonization process?

Based on observation Ive not noticed anything like that. Only had one game so far at 70% tech rate so hardly a good statistical sample.
There will be an indirect affect on invasions as invasion research tech will take longer to open up new targets. That only really seems to limit the player. I've had the AI get two concurrent events of I was weak in a sea zone so they started an invasion.
Game devs might know for sure.

i as far as the decolonization process goes i'm pretty sure it's not affected by tech progression, as i'v played at 50% tech or less the last few game starts and there has been a lot of colonies being granted independence by Britain/France
