It's 1917 and I decided it's time to build some for a new raiding/colonial CL. I went to the ship designer, ticked "clear all values" and entered the CL pictured below, but I couldn't save it as the ship designer always wanted to redesignate this ship a CA. I played a bit with the Parameters and couldn't find any design I could save as a CL! 
However if starting from an already existing CL design and changing it to the above specs I can do it without any problems 
Regarding Technologies, I have armoured belt and mine rails for CL but I'm still missing above water tubes and superimposed turrets. Savegame is attached for Review

It's because the secondary caliber is set to 6". Reduce that and it should work. |

Do you have light cruiser design (NOT protected cruiser) from the Ship Design tech field?

It's because the secondary caliber is set to 6". Reduce that and it should work. That's the solution, I didn't pay Attention to secondary caliber. But maybe when checking the design there should be a warning when secondary caliber is the same as the main caliber, especially if there are Zero secondaries as in this case.
