Non-default Options? Manual build of legacy fleet

Japan, 1918. The poor state of Japanese naval gun manufacture has caused me to go to the USA for my new Kongo-class battlecruisers, and Kongo has commissioned just after the Russians decided to get revenge for their past defeat. While Russia has been slow to rebuild after the beatsticking I gave them, they did commission one new BC that kinda outclasses everything BUT Kongo - having 10x12" (more gun than anything I have) at 26 knots (faster than anything but DDs or Kongo).
So, Kongo has the default 2 positions for Director firing (which, at the time of design, USA had and I did not) to control her 8x15" guns. Kongo finishes working up, and I promptly get into a battle with Kongo as flagship against that Russian BC.
The Russian opens fire first. Okay, Kongo's crew is only "Fair", and presumably they're "Elite" after the pain they've been dealing out, so this is reasonable.
Four minutes after it starts firing, Kongo takes a critical hit to her fire control. I right-click Kongo, the detail screen says she's got "Director (1 of 2)", so I figure this is less than optimal, but I can deal.
Forty-three minutes after that, Kongo takes a Conning Tower hit. One minute after THAT, her fire control takes ANOTHER critical hit. I let the scenario run another twelve minutes before killing RTW2 with the Task Manager, because I am bloody sick of watching her get the crap pounded out of her.
And not shooting back.
I'm quite serious. I reloaded the autosave, hoping to go back to before the battle started, it puts me at the "killed with Task Manager" point, and Kongo's ammo is full. Main, secondary, tertiary, not a single round has been fired. She's a burning, flooding wreck with half her guns gone, but her ammo is pristine. Post-reload, she'll start firing, but that hour of unopposed target practice means she's already dead.
So just how long is it supposed to take for the second director to take over? And once THAT's destroyed, for the guns to go to local control?
...Special note, this was after something like 9 real-time hours of continuous gameplay (and no saving, by the way; you have to load the autosave from the blank slot). It's possible that the game had actually borked up before the fire-control hit, and Kongo would never have fired regardless.
