Well, it may seem plain and technical to face ships named "Russia BC532" or "France CL666" once the list of available names has been used up, but how about random name generation afterwards? I'd explicitly like to refer to the old game "Imperialism II", where all ship names were randomly generated by concatenating a number of syllables specific for each nation, resulting in ships called "Bipsig Nuda" (Sweden), "Santa Cibosca" (Portugal) or "Ancaunte" (France), although other random creations might sound less credible. Would that be a meaningful addition?

Currently I think most nations have a very long fallback generic name list for ships that's not using a numbered naming scheme. So I am not sure how often do random name really come into play. I also don't think a purely random name generation scheme adds much to immersion, and is probably not necessarily easy to code.
For example, "Sorry Eh" does not make a good Canadian ship list name xD

I don't think it would be very hard to code -- I'd use Markov chains trained on a corpus of the relevant language. This would tend to produce words that look like the language, though they would often be nonsense.
As mycophobia alludes to, some of the generated names might be amusing.
