See the change notes for 1.06 for a disincentive to build too much abroad. According to the change notes How exactly is this supposed to work? Because in 1.06 while building locally 112,000 tons of BB + BC in early 1920s (2x BB + 1 BC) I haven't seen a single private expansion for literally 10-20 years worth of turns (2-3 years period with many, many reloads) And that's about as many heavy ships that could be built simultaneously in this particular playthrough, given budget constraints -- it went pretty much all into construction with no money spent on training, entire fleet in MB status etc. So I can't help but wonder if this didn't get bugged somehow or if the requirements for the private expansion to happen weren't set at too optimistic level.

now that you mention it I haven't seen a single private expansion event the last few games i played, going back a few patches
i do build up my dockyards to about 70k-t as fast as possible (from 1900) so i'm (likely) always ahead of the curve though

I've gotten several private expansions in my current game, played entirely on 1.06

Using a 1.05 game in 1.06 patch, I’ve gotten multiple private expansion taking my yard from about 22000 to 29000 over 3-4 years where I have at least 2BB constantly bebing built. I’ve gone about 1.5yrs without any(or maybe a single 500 ton expansion) prior to this, when I was only building cruisers and destroyers

That's nice but it does nothing to explain why i didn't get a single such event in a longer timeframe and building more heavy ships than that, hence my question how this new system is supposed to work in the first place.

Note that the private shipbuilding expansion event will only happen in limited or liberal democracy and eastern government, and only up to 1923. There is roughly a 1 in 25 chance that it will happen every month, the new thing is that if you have no heavy ships building, you will miss out on it.

Is this class or tonnage dependend?
Does it make a difference if I'm buildung a 10.000t or a 15.000t in a size 16.000 dock?

I have gotten this event while only building BCs so I assume they count too.

Ah, the cutoff date probably explains it in my case, then; the period in question was from mid-1923 onwards if I recall right.
