I should be able to increase the size of the TB squadron at Fort Bayard to 20, since I only have 8 PB and 12 F there and the capacity is 40. Instead the spinner stops at 12, and when I hit ok the number is 8. Screen shot is just before hitting "OK". I'm attaching a save file that (I think) is stuck at 9 and 11.
Some details:
I had a bunch of capacity 40 empty bases at the start of a war with UK (I'm France) that I wanted to fill with 8PB, 12F, 20TB air wings. For the last one (Fort Bayard), I decided to experiment by pushing the "Auto add aircraft" right-click selection. This created 5 squadrons: 1xPB, 1xF, 3xTB. I deleted 2 of the 3 TB, adjusted the BP and F to the desired levels, then tried to adjust the TB squadron (which was at 9) to 20 by typing the number in. The number stayed at 9. I tried using the spinner, and it stuck at 11, and when I hit save it went back to 9. THIS BEHAVIOR SURVIVED A SAVE/RESTORE CYCLE, SO THE ATTACHED SAVE SHOULD EASILY LET YOU REPLICATE THE PROBLEM (Yay!! ).
After the save, I tried auto-adjusting the aircraft numbers, which dropped the TB to 8. I don't remember the other numbers; they needed to be reduced to hit 8&12, and I don't think the total was 40. At this point the spinner stopped at 11 and went to 8 when pushed - that's the screen shot.
After starting this post, I did some experimenting. The spinner seems to max out at 20-current. I tried setting current to 0, but it set it to 4 (presumably due to min size), which limited me to 16 size. By deleting the TB squadron and creating a new one I was able to get 20. This workaround is fine for new squadrons, since they don't have any experience, but I suspect it could be bad for experience levels if they were e.g. "good".
