I'm still enjoying the game, but am taking a break till the aircraft xp issue is fixed --- a rough eta would be much appreciated.

The XP issue seems to improve in late game. At 1964 more than 3/4 of my squadrons are now 'Good'. Not a single elite squadron though, despite every carrier being elite. I haven't put a carrier or airfield in reserve for a few decades, I think maybe that helped do something besides gobble cash.

my TBs have had absolutely no problem slamming torpedoes into enemy ships in my current game even though their experience shows as poor/fair
also, assuming enemy air groups have the same problem (which we have no way of knowing, but i suspect they do) then experience affecting either side is a wash

As long as the airgroups show any experience there is no major problem, it becomes one when (not if) their experience runs out of the definition corridor and they show just a blank space instead of an experience level. That seems to be the point where the formulae in tactical combat break.

As always, I am grateful for the updates, fantastic work! Checking the notes, while I do believe the implementation of armed merchants in convoys is a welcome step, I am a bit afraid that it might cause some frustrations if the player is consistently given two (especially early) destroyers for an attack force for example, but I don't want to throw around hard statements without actually testing, of course.
